According to Entrepreneur.ph, NEDA Board has already approved SMC's proposal which will include the construction, development, maintenance and even the operation. The new terminal is designed to have facilities for airside, landside and an 8.4 KM airport toll road.
The target capacity is 100 million passengers a year which is more than 3x what Ninoy Aquino International Airport can handle. As of today, NAIA can accommodate only 30.5 million passengers a year. However, although SMC already has NEDA's approval, there are still more approvals needed before they can proceed with the construction.
The report says NEDA is required to subject the proposal to a challenge. In this way, other parties capable of providing the same service will have a chance to submit their proposal at a lower cost.

Aside from the new international airport in Bulacan, NEDA also approved other projects in other parts of the country. This includes an expansion project for Clark International Airport, railway project for Subic-Clark, the Rio Grande de Mindanao Flood Control Projects, Floodway Bridges Construction Project, Rural Agro-Enterprise Partnership for Inclusive Development and Growth, Davao Food Complex Project and so much more.
In total, these newly approved projects have a total cost of 832.5 billion pesos. NEDA aims to continuously improve the Metro Manila congestion by spreading economic growth in the nearby regions.
Meanwhile, DOTr is also accepting proposals for the improvement of Ninoy Aquino International Airport's congestion. One of it is Megawide Construction Corporation who challenged the proposals with only a 3 billion pesos pitch.
There is no news yet when the decision will be finalized but should this project push through, this will most certainly improve traffic inside Metro Manila and promote tourism in Bulacan.
