Its main purpose is to create a national identification card for all citizens and foreign residents of the country. In this way, Filipinos will only need one government-issued ID to prove their identity. In addition, it will link all profiles of a citizen from different government agencies into one which makes every process more efficient. This may include Pag-IBIG Fund, PhilHealth, Philippine Statistics Office and possibly the Commission on Elections.
According to the President, with the new national ID system, the country as a whole will also have better administrative governance, lessen corruption, solidify financial inclusion and even make business transactions easier and faster.
The national ID will include a person's full name, blood type, gender, date of birth, address, place of birth, marital status, front-facing photo and their very own Philippine Identification System number. All these information are also found in the government's organizations database. Once the system is fully implemented, it is possible a person will no longer need an ID but just provide his system number to prove his identity.
Although there are oppositions against this new act, the President said there is nothing to fear with this new system. In fact, this will even help strengthen the government's goal to remove poverty, corruption and reduce criminal issues in the country.
According to reports, the new system will require a full 5-year implementation which is to start in 2019 according to the National Statistician and Civil Registrar General Lisa Grace Bersales. However, they will have a pilot implementation in selected regions of the country. There are no announcements yet to which regions this will be.
